Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the CURRENCY ADJUSTMENT FACTOR (CAF) provided below, will be SBJ to
the ISPS-D amount herein, which charge shall be in addition to all other
applicable charges:
  
a. On shipments TO/THRU Ports and Points in the United States
   
 1. FROM/THRU Ports in the Countries named below, the CAF
     applicable on LCL shipments when Origin/Destination Service
     is "S/S" (See Rule 2.1) will be:
