Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA
will be SBJ to the DESTINATION PORT SURCHARGE (DPC) provided
below, which charge shall be in addition to all other applicable charges:
  
a. On Shipments FROM/THRU Ports and Points in the United States,
    Puerto Rico and the US Virgin Islands:
