Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to a PORT TERMINAL SECURITY CHARGES (PSC-D), will be SBJ to the
PSC-D amount herein, which charge shall be in addition to all other
applicable charges:
  
a. On shipments TO/THRU Ports in the United States & Puerto Rico:
