Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the EUROPE DESTINATION PORT CHARGE (DPC) provided below, will be
SBJ to the DPC amount herein, which charge shall be in addition to all
other applicable charges:
  
a. On Shipments FROM/THRU Ports and Points in the United States,
    Puerto Rico OR the US Virgin Islands:
