Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the DESTINATION INTERNATIONAL SHIP/PORT SECURITY CHARGE
(ISPS-D) provided below, which charge shall be in addition to all other
applicable charges:
  
The Destination International Ship/Port Security Charges named herein do
not apply on shipments moving on any applicable rate named in a governed
NSA, SBJ to this Tariff, which specifically exempts any or all of the rates
named in such NSA:
  
a. On Shipments FROM/THRU Ports & Points in the United States, Puerto Rico
    and the U.S. Virgin Islands:
     
 1. TO/THRU Ports and Points in the Countries named below the ISPS-D
