Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to an INLAND FUEL SURCHARGE (IFS), will be SBJ to the IFS
amount herein, which charge shall be in addition to all other
applicable charges:
  
a. On Shipments FROM Points in the United States moving THRU United
    States Ports AND Points in Puerto Rico moving THRU Ports in Puerto
    Rico:
  
 1. TO/THRU Ports and Points in the countries named in paragraph a. to
     Rules 1.3 & 1.4, the IFS applicable on LCL Shipments will be:
