Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the WHARFAGE CHARGES - FOREIGN PORTS (O-WFGF) provided below,
will be SBJ to the O-WFGF amount herein, which charge shall be in
addition to all other applicable charges:
      
a. The O-WFGF applicable on LCL shipments, moving TO/THRU Ports in
    the United States and Puerto Rico, when originating FROM/THRU the
    Ports in Latin America named below:
