Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the WHARFAGE CHARGES - FOREIGN PORTS (OWFG) provided
herein, which charge shall be in addition to all other applicable
charges:
  
a. The WFG-F/OWFG applicable on LCL shipments, moving TO/THRU Ports in
    the United States, Puerto Rico and the U.S. Virgin Islands, when
    originating FROM/THRU the Ports in the Far East and South Asia
    named below will be:
