Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the ORIGIN INTERNATIONAL SHIP/PORT SECURITY CHARGE
(ISPS-O or OISPS) provided below, which charge shall be in addition to
all other applicable charges:
  
a. On Shipments TO/THRU Ports & Points in the United States, Puerto
    Rico, the U.S. Virgin Islands and American Samoa:
