Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the CHASSIS USAGE CHARGE (CUC) provided herein, which charge
shall be in addition to all other applicable charges:
  
a. On LCL shipments, moving TO/THRU Ports & Points in the Countries
    named below when destined FROM/THRU Ports and Points in the United
    States & Puerto Rico, the CUC applicable on LCL shipments will be:
