Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the ORIGIN TERMINAL HANDLING CHARGES (OTHC) provided below, will
be SBJ to the OTHC amount herein, which charge shall be in addition to
all other applicable charges:
      
a. On Shipments FROM/THRU Ports and Points in the UNITED STATES, PUERTO
    RICO, and US VIRGIN ISLANDS:
    
 1. TO/THRU Ports and Points in the Countries listed below, the OTHC
     applicable on LCL shipments will be:
