Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA which
specifies it is SBJ to the ORIGIN TERMINAL HANDLING CHARGES (OTHC) provided
below, will be SBJ to the OTHC named herein, which charge shall be in
addition to all other applicable charges:
a. On Shipments TO/THRU Ports in the UNITED STATES:
