all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the ORIGIN TERMINAL HANDLING CHARGES (OTHC) provided below,
which charge shall be in addition to all other applicable charges:
  
The Origin Terminal Handling Charges named herein do NOT apply on shipments
moving on any applicable rate named in a governed NSA, SBJ to this Tariff,
which specifically exempts any or all of the rates named in such NSA:
