all shipments moving on an applicable the rate named in a governed NSA
will be SBJ to the DESTINATION TERMINAL HANDLING CHARGE (DTHC) provided
below, which charge shall be in addition to all other applicable charges:
  
a. On Shipments TO United States Ports and Points named in Rules 1.1
    and 1.2
