Except as otherwise provided in an individual NSA, or as specified
below, all shipments moving on an applicable rate named in a governed
NSA will will be SBJ to the PEAK SEASON SURCHARGE (PSS) provided below,
unless and until an exception to this PSS is provided herein or in an
individual NSA, which charge shall be in addition to all other
applicable charges:
  
The Peak Season Surcharge named herein does not apply on shipments moving
on any applicable rate named in a governed NSA, SBJ to this Tariff, which
specifically exempts any or all of the rates named in such NSA:
  
a.  On shipments TO/THRU United States East Coast Ports and Points;
     TO/THRU United States Gulf Coast Ports and Points; TO/THRU Ports
     and Points in Puerto Rico; and TO/THRU Ports and Points in US
     Virgin Islands:
