herein, all shipments moving on the rates named in a governed NSA
will be SBJ to the PEAK SEASON SURCHARGE (PSS) provided
below, which charge shall be in addition to all other applicable charges:
          
a. On shipments TO/THRU United States East Coast, Gulf Coast or West Coast
    Ports and Points, Puerto Rico Ports and Points and U.S. Virgin Islands
    Ports or Points:
