applicable rate named in a governed NSA that indicates the rates are 
SBJ to a "Additional Charges" or specifically are SBJ to an EQUIPMENT
IMBALANCE SURCHARGE (EIS), will be SBJ to the EIS amount named herein, 
which charge shall be in addition to all other applicable charges:
