Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the DESTINAITON PORT TERMINAL SECURITY CHARGES (PSC-D or DPSD)
provided herein, which charge shall be in addition to all other
applicable charges:
      
a. On shipments TO/THRU the United States Ports named herein:
