named in an NSA governed hereby, will be SBJ to the LOW WATER SURCHARGE
(LWS) provided below, unless such NSA indicates rates are Not Subject to
the LWS) named herein, and which charge shall be in addition to all other
applicable charges:
  
a. On Shipments TO/THRU Ports in the United States, Puerto Rico,
    And the US Virgin Islands
