Except as otherwise provided herein, all shipments, moving on an 
applicable rate named in a governed NSA that indicates the rate is SBJ
to "Additional Charges" or specifically the DESTINATION PORT SURCHARGE
(DPC) named herein, will be SBJ to the PCS amount shown herein, which
charge shall be in addition to all other applicable charges:
   
a. On Shipments FROM/THRU Ports and Points in the United States,
    Puerto Rico and the US Virgin Islands:
