Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the ORIGIN PORT DUES (ODUE) provided below, which charge shall
be in addition to all other applicable charges:
  
The Origin Port Dues named herein do NOT apply on shipments moving on any
applicable rate named in a governed NSA, SBJ to this Tariff, which
specifically exempts any or all of the rates named in such NSA: 
  
a. On Shipments TO/THRU United States Ports, Ports in Puerto Rico
    And Ports in the U.S. Virgin Islands:

     LCL Shipments will be:
