Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to a EMERGENCY CONTINGENCY SURCHARGE (WRS), will be SBJ to the WRS
amount herein, which charge shall be in addition to all other applicable
charges:
  
a. On shipments TO/THRU Ports and Points in the Middle East below:
  
 1. FROM USEC, USGF or Puerto Rico Ports or FROM Points in the United States
    or Puerto Rico when THRU USEC, USGF or Puerto Rico Ports, the WCGN
    applicable on LCL shipments will be:
