Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to a HAZARDOUS CARGO SURCHARGE (HAZF), will be SBJ to the HAZF
amount herein, which charge shall be in addition to all other applicable
charges:
  
a. On Shipments FROM/THRU Ports in the United States or Puerto Rico
  
 1. TO/THRU Ports in the Countries named below, the HAZ or
     HAZF applicable on LCL shipments moving in "S" to "S"
     service (See Rule 2.1) will be:
