Except as otherwise provided below, all shipments, moving on an 
applicable PLCL Service rate (as defined in Rule 2.101) in a governed NSA
or on a Web Rate Page in a Tariff SBJ to this Tariff, that indicates the
rates are SBJ to "Additional Charges" or specifically are SBJ to a PLCL
SERVICE INLAND BUNKER SURCHARGE (FSC), will be SBJ to the FSC amount named
herein, which charge shall be in addition to all other applicable charges:
  
a. Shipments TO/THRU Ports and Points in the United States
   FROM/THRU Ports and Points in the Countries named below, when Carrier
    provides PLCL Sercice,
   will be SBJ to an LCL FSC of:

       FROM PORTS AND             BELOW OF THE APPLICABLE BASE OCEAN

    NOTE A: When calculating the FSC, Fractions of .5, or greater, cents
     will be rounded up to the next full cent, fractions less than .5
     cents will be dropped.
