Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to "ADDITIONAL CHARGES" or specifically an EQUIPMENT
REPOSITIONING/IMBALACE (EIS), will be SBJ to the EIS amount herein, which
charge shall be in addition to all other applicable charges:

   OR PR Destination Ports OR Points in the United States or Puerto Rico:
