Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the EMERGENCY BUNKER FACTOR (EBAF) provided below, will be
SBJ to the EBAF amount herein, which charge shall be in addition to all
other applicable charges:
    
a. On shipments TO/THRU Ports and Points in the United States, Puerto
    Rico, and US Virgin Islands:
