{C} Provisions of the Heavy Lift Surcharge (HVL) named herein have
     been transferred from all Tariff Sections to comply with the FMC's
     Order in Docket No. 17-10 which amend the Regulations governing
     NSAs (NVOCC Service Arrangements).  This HVL Rule shall apply to
     all UPS' NSAs, unless the original NSA specifies it is not subject
     to a HVL or until an Amendment to a governed NSA specifies it is
     not subject hereto.
  
  
Except as otherwise provided in an individual NSA, any LCL or Breakbulk
shipment containing a Piece, Package or Unit weighing in excess of 9000
lbs., moving on the rates Between the Ports and Points named herein will
be SBJ to the HEAVY LIFT SURCHARGE (HVL) provided below, which charge
shall be in addition to all other applicable charges:
   
a. On Shipments containing Pieces, Packages or Units as defined above
    FROM/TO/THRU Ports and Points in the United States
   
 1. TO/FROM/THRU Ports in the Countries named below, the HVL applicable
     on LCL or Breakbulk shipments will be:
