{C} Provisions of the Izmir Port Congestion Surcharge (PCS)
     named herein have been transferred from Tariff 060 to comply with
     the FMC's Order in Docket No. 17-10 which amend the Regulations
     governing NSAs (NVOCC Service Arrangements).  This PCS Rule shall
     apply to all UPS' NSAs, unless the original NSA specifies it is
     not subject to an PCS or until an Amendment to a governed NSA
     specifies it is not subject hereto.
  
  
Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates rates FROM/THRU
Izmir, Turkey are SBJ to an IZMIR PORT CONGESTION SURCHARGE (PCS), will
be SBJ to the PCS amount herein, which charge shall be in addition to
all other applicable charges:
   
a. On Shipments TO/THRU United States Ports:
     
 1. FROM/THRU the Port of IZMIR, TURKEY, the PCS (Izmir) applicable on
     FCL shipments will be:
