{C} Provisions of the Specialized Equipment Surcharge (SPEC) named herein
     have been transferred from Tariff 022 to comply with the FMC's
     Order in Docket No. 17-10 which amend the Regulations governing
     NSAs (NVOCC Service Arrangements).  This SPEC Rule shall apply to
     all UPS' NSAs, unless the original NSA specifies it is not subject
     to an SPEC or until an Amendment to a governed NSA specifies it is
     not subject hereto.
  
  
Except as otherwise provided herein or in an individual NSA, shipments
moving in or on the Special Equipment named below, when transported
between the Ports and Points named herein, will be SBJ to the SPECIAL
EQUIPMENT SURCHARGE (SPEC) provided below, which charge shall be in
addition to all other applicable charges.
      
a. Shipments TO/THRU Ports and Points in the United States or Puerto
    Rico FROM/THRU Ports and Points in Central & South America or on
    the Caribbean Islands named in paragraph c. of Rules 1.3 & 1.4
    which are transported in/on the Specialized Equipment named below
    will be SBJ to a SPEC of:
