{C} Provisions of the Specialized Equipment Surcharge (SPEC) named herein
     have been transferred from Tariff 060 to comply with the FMC's
     Order in Docket No. 17-10 which amend the Regulations governing
     NSAs (NVOCC Service Arrangements).  This SPEC Rule shall apply to
     all UPS' NSAs, unless the original NSA specifies it is not subject
     to an SPEC or until an Amendment to a governed NSA specifies it is
     not subject hereto.
  
  
Except as otherwise provided herein, all shipments moving on an
applicable rate named in a governed NSA that indicates the rates are
SBJ to the SPECIALIZED EQUIPMENT SURCHARGE (SPEC) provided below, will be
SBJ to the SPEC amount herein, which charge shall be in addition to all
other applicable charges:
      
a. Shipments TO/THRU Ports and Points in the United States FROM/THRU
    Ports and Points in Europe and the CIS named in paragraph b. of
    Rules 1.3 & 1.4 when moving in/on the Specialized Equipment named
    below will be SBJ to a SPEC of:

    EQUIPMENT TYPE:

    Open Top             USD    600    800   800    -- 
     
    * - Shipments moving on the Specialized Equipment named
         herein may also be SBJ to applicable Out-of-Gauge
         Charges.
