{C} Provisions of the Winter Service Surcharge (WNT) named
     herein have been transferred from Tariff 041 to comply with the
     FMC's Order in Docket No. 17-10 which amend the Regulations
     governing NSAs (NVOCC Service Arrangements).  This WNT Rule shall
     apply to all UPS' NSAs, unless the original NSA specifies it is
     not subject to an WNT or until an Amendment to a governed
     NSA specifies it iW not subject hereto.
  
  
Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the WINTER SERVICE SURCHARGE (WNT) provided below, will be
SBJ to the WNT amount herein, which charge shall be in addition to all
other applicable charges:
      
a. On Shipments tendered to Carrier on any day between (and including)
    2 December of each year through and until 31 March of the following
    year:
    
   FROM/THRU United States Ports and Ports in Puerto Rico:
    
 1. TO/THRU the Port of ST. PETERSBURG, RUSSIA, the WNT
     applicable on FCL shipments will be:
