{C} Provisions of the Wharfage Charges-U.S. Ports (DWHF) named
     herein have been transferred from Tariff 060 to comply with the
     FMC's Order in Docket No. 17-10 which amend the Regulations
     governing NSAs (NVOCC Service Arrangements).  This DWHF Rule shall
     apply to all UPS' NSAs, unless the original NSA specifies it is
     not subject to an DWHF or until an Amendment to a governed
     NSA specifies it is not subject hereto.
  
  
Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable the rate named in a governed NSA
will be SBJ to the WHARFAGE CHARGES-U.S. PORTS (DWHF) provided
below, which charge shall be in addition to all other applicable charges:
      
a. NO DWHF shall apply on LCL shipments, which enter the U.S.
      
   
b. DWHF applicable on FCL shipments, which enter the U.S. AT the
    PODs named below, on shipments originating FROM Ports and
    Points in Europe and the C.I.S. named in paragraph b. in Rules
    1.3 & 1.4 will be:
