The rules and charges applicable to a given shipment must be those in an
NRA and in effect when the cargo is received by the ocean carrier or its
agent (including originating carriers in the case of NRAs for through
transportation).  A shipment shall not be considered as "received" until
the full bill of lading quantity has been received.  In the event that
cargo arrives at a Carrier facility without prior notification to the
Carrier, the issuance of Carrier's Ocean Bill of Lading will constitute
formal receipt of the cargo unless otherwise agreed to between Carrier and
the Shipper.
