Except as otherwise provided on individual Web Rate Pages (TLIs), all
shipments moving on the rates named in this Tariff Rate Section
FROM/THRU POL Ports in the United States TO Ports and Points in the
Countries named below, will be SBJ to the FOREIGN COUNTRY ARBITRARY
SURCHARGE (ARBC) provided, which charge shall be in addition to all
other applicable charges.
      
a. On Shipments TO Ports or Points in PARAGUAY, when Moving via the
   underlying VOCCs named below (SBJ to Rule 2.4.i.), the ARBC
   Surcharge will be:
