below, which charge shall be in addition to all other applicable charges:
      
a. On Shipments TO/THRU any United States POD Port:
    
 1. FROM Johannesburg, South Africa the applicable Inland Cartage Charge
     applying for movement to a South Africa POL Port on LCL shipments
     will be:
