EXCEPTION to Rules 2.1 & 2.4
   
When specific Reference is made to this Rule on a Web Rate Page in this
Tariff Rate Section, all shipments moving FROM/THRU any port named in
Rule 1.3 TO or THRU any United States POD are SBJ to the CARGO
DUES/WHARFAGE CHARGE (WFGU) named below, which charge shall be in 
addition to all other other applicable charges.
      
a. LCL, AQ or LS shipments moving on Rates SBJ to this Rule which move
    through South Africa POL Ports named below will be SBJ to the WFGU
    specified below:
