any Rate named in this Tariff Rate Section TO/THRU Ports and Points in
the United States, FROM/THRU Ports and Points in Ireland are SBJ to the
CARRIER OR PORT SECURITY Or INTERNATIONAL SHIP & PORT SECURITY SURCHARGE
(ISPS) named below, which charge shall be in addition to all other
applicable charges.
    
a. On shipments TO/THRU Ports and Points in the United States the
    applicable LCL ISPS will be as follows:
