Except as otherwise provided in individual TLIs, all shipments
moving on the rates named in this Tariff Rate Section will be SBJ to
the GENERAL RATE INCREASE (GRI) provided below, which charge shall be
in addition to all other applicable charges:
     
{CG} The General Rate Increase named in this Rule is hereby POSTPONED
      from an original effective date of 1 October 2016 to an EFFECTIVE
      Date of 15 October 2016.
