Except as otherwise provided in individual TLIs, all shipments
moving on the rates named in this Tariff Rate Section will be SBJ to
the GENERAL RATE INCREASE (GRI) provided below, which charge shall be
in addition to all other applicable charges:
     
{CA} The General Rate Increase named herein is hereby POSTPONED from an
      original effective date of 1 February 2016 to an EFFECTIVE Date of
      15 February 2016
     
a. On shipments TO/THRU United States Ports and Points (EXCEPT NOT TO
    United States West Coast Ports, and NOT TO Points in the States of
    CA, OR & WA when moving THRU United States West Coast Ports, see
    Paragraph b. herein);
