shipments moving on the rates named in this Tariff Section TO/THRU
United States and Canada Ports FROM/THRU the ports named below are SBJ to
the LOW SULPHUR FUEL SURCHARGE (LSFS) named below, which charge shall be
in addition to all other applicable charges.
    
a. On Shipments TO/THRU Ports in Canada and the United States named
