Since Carrier faces many unexpected and sudden increases in the cost
of inland transportation in the United States, including extensive
port congestion, truck driver shortages, increased rail volumes
resulting in the limitation of rail shipments, extreme weather,
inland fuel charges, and other inland transportation surcharges,
Carrier will assess, unless otherwise provided on individual Web
Rate Pages (TLIs), the INLAND U.S. DOOR DESTINATION SURCHARGE (PDS)
named below, which charge shall be in addition to all other applicable
charges.
    
a. On shipments moving on FCL Rates indicating a "D" (Door) Service
    TO Consignee's premises at a point in the United States, the
    applicable PDS will be as follows:
