shipments moving TO/THRU any port in the Countries named below FROM or
THRU the United States POLs named in Rule 1.1 are SBJ to the DESTINATION
TERMINAL HANDLING CHARGES (DTHC) specified below, which charge shall be
in addition to all other other applicable charges.
