shipments moving on any rate named in this Tariff Rate Section TO/THRU
PODs in SPAIN are SBJ to the EMERGENCY CONGESTION SURCHARGE (CNGS)
provided below, which charge shall be in addition to all other
applicable charges:
   
a. On FCL Shipments FROM/THRU United States POL Ports, TO/THRU
    the POD Ports named below, the applicable CNGS will be:
