Except as otherwise provided on individual Web Rate Pages, all shipments
moving on the Rates named in this Tariff Rate Section TO inland Points
in the Countries named in Rule 1.4, which are interchanged at the PODs
specified herein when any part of the inland service provided is via the
mode specified, are SBJ to the NORTH EUROPE INTERMODAL CONGESTION
SURCHARGE (CGSE) named below, which charge shall be in addition to all
other applicable charges.
   
a. On LCL, AQ, or LS rated shipments TO Points named in Rule 1.4,
    interchanged at the POD Ports named below, when any part of the
    inland/intermodal transportation is via the Mode specified the
    applicable LCL CGSE will be as follows:
