Except as otherwise provided on individual Web Rate Pages (TLIs), on all
shipments moving on the Rates named in this Tariff Rate Section FROM/THRU
United States Ports and Points, Carrier will assess the PIRACY/EMERGENCY
THREAT SURCHARGE (PRCY) named below, which charge shall be in addition
to all other applicable charges.
   
a. On LCL, AQ or LS rated shipments TO/THRU any Port in the Countries
    named below, the applicable PRCY on LCL shipments will be:
