Except as otherwise provided on individual Web Rate Pages (TLIs), on all
shipments moving on the Rates named in this Tariff Rate Section FROM/THRU
United States Ports and Points Carrier will assess the
EQUIPMENT/CONTAINER IMBALANCE SURCHARGE (EIS, aka CIC) named below,
which charge shall be in addition to all other applicable charges.
   
a. On LCL, AQ or LS rated shipments TO/THRU any Port in the Countries
    named below, the EIS applicable on LCL shipments will be:
