shipments moving on any rate named in this Tariff Rate Section TO/THRU
PODs in the PHILIPPINES are SBJ to the EMERGENCY COST RECOVERY/EMERGENCY
RISK SURCHARGE (ECRS) provided below, which charge shall be in addition
to all other applicable charges:
   
a. On LCL, AQ or LS Shipments FROM/THRU United States POL Ports, TO/THRU
    the POD Ports named below, the ECRS applicable will be:
