Except as otherwise provided on individual web rate items (TLIs),
Carrier will assess the PORT GATE ACCESS CHARGES (GATE) named below to
cover Carrier's expenses for moving cargo/containers into and out of
Port Facilities, which charge shall be in addition to all other charges.
     
a. On LCL Shipments moving through the Port Facilities in the Countries
    named below Carrier will assess a GATE Charge of:
