Except as otherwise provided on individual Web Rate Pages (TLIs), all
shipments moving on the rates named in this Tariff Rate Section
FROM/THRU Ports in the United States TO/THRU the Ports named below,
will be SBJ to the PORT CONGESTION SURCHARGE (PCG) provided, which
charge shall be in addition to all other applicable charges.
      
a. On Shipments TO/THRU the Port of MANILA PHILIPPINES (North or South
   Harbor), when Moving via the underlying VOCCs named below (SBJ to
   Rule 2.4.i.), the PCG Surcharge will be:
