Any Shipment moving on any rate named in this Tariff Rate Section TO or
THRU the Ports named below will be SBJ to the WINTER SERVICE SURCHARGE
(WCS) in this Rule when, and ONLY when, the shipment moves To or Thru
the Port Facilities or the Ports named below between the dates of Ten
(10) November of each year through and including Thirty-One (31) March
of the following year, which charge shall be in addition to all other
applicable charges.
     
a. WINTER SERVICE SURCHARGE APPLYING ON LCL, AQ or LS RATED SHIPMENTS
    moving FROM or THRU any United States Port:
                    
   TO/THRU Ports and Points named in Rules 1.3 and 1.4:
    
         NONE Currently In Effect
    
   
b. WINTER SERVICE SURCHARGE APPLYING ON FCL RATED SHIPMENTS moving FROM
    or THRU any United States Port (See Paragraph c. below for
    individual Carrier Exceptions)
                    
   TO/THRU Ports and Points named in Rules 1.3 and 1.4:
    
         NONE Currently In Effect
    
              
c. WINTER SERVICE SURCHARGE APPLYING ON FCL RATED SHIPMENTS moving FROM
    or THRU any United States Port, via the specific underlying VOCC
    named below:
             
  1. HAMBURG SUD:
     On FCL shipments moving TO or THRU the Ports named below when
      moving via HAMBURG SUD (SBJ to Rule 2.4.i) the applicable WCS will
      be:
